Under the new system (the RR DMD system) The Skill Badges are a sort of power up chip that allows the player to perform certain actions better, faster or more efficiently.
When the game is released, the skills badges will have a price in Reputation points. Something like 4 or 5K. Players will be able to spend the accumulated rep buying skills.
On the other hand, actual ranked officers get the Badges at no rep cost, when they reach the Elite rank. You keep the rep, that means that you could eventually choose to get more than one skill badge.
That gives the opportunity to all players with very high rep to get Skill Badges (if they can afford them).
Only one chip can be loaded on the player’s suit at a time, to avoid extreme overpowering.

Enforcer
Nuker
Intel
Hacker
Rebel
Gunner
Pilot
Robot
Ranger
Tanker
Keep in mind that the last skills on the list will take longer to be useful on the game. For instance Tanks will be available later on, maybe on the second or third wave of content upgrades.
