Make it very hard to get.

Ideas:

defeat a Rhodes robot in survival (get the spawn item in a special place such as an abandoned HQ)

craft a letter/number of each password through 9 rod disks in crafting table

in my opinion just keep some of them secret. after all it actually gives some motivation to actually be a good admin. other then that no there doesn’t seem to be any other reason to keep them a secret, it’s your choice anyways.

I say officer pass should be given out, but others should stay unobtainable as a sign of veteranship to those who have earned them

I honestly think the only pass that shouldn’t be released is the rep pass. It would get kinda old  having everybody spam it.
